Hide team components in cup competitions ?
I know this is an option available by spending 1M from budget, but shouldn't it be on for all teams until they are participating in the cup competitions ?

Because as it works now, Mr. Schumacher waits till it's five minutes to pit lane closing, then copies my team's choices even to qualifying positions, and because I'm choosing to compete without using KERS, I know that I've lost this duel before it even started.

I have to admit, when looking through the teams for this round in the Cup, I saw the Schumacher v iG33K match up and thought the copy, then use KERS approach was really, really low. That tie pitted two good players against eachother and should have been a good battle, but instead, turned out to a foregone conclusion before qualifying even began. With the spare budget Schumacher had, he could have even gone one part different (e.g. Sauber/Marussia chassis instead of Caterham), but there was no attempt to try and pick a better team.

That said, I don't think full-on secrecy is the way to address the issue, as part of the fun (for me anyway) is seeing what someone else does and trying to come up with smarter lineups, or being the one to set up a team first and thinking "beat that!".

How about next season, making qualifying and fastest lap predictions invisible to others until the garage closes (in all competitions, not just the Cup)? Anything beyond that is probably too excessive.

First of all I think if there has ever been a reason why the secrecy option should exist, this is it.
Second, this option has to cost something or it would be a no-brainer to use it everytime.
Third, I don't think anything will change during the season, but I think it's a topic one could discuss about at the end of the season. Having to use 1 million in cup to avoid being copy-KERSed might be okay for one race, but if it has to be done in several races, maybe someone would prefer to sacrifice a few points instead of 1 million. Then he can prove he can win a duel by choosing a better team and won't have a disadvantage for the rest of the season.
Or everyone could have a limited (and small) amount of races to use the secrecy option for free...

I'm just throwing some thoughts in here, but of course I don't think anything should be changed during the season.

Cup competitions give a chance to underdog teams - that's how they are different from round-robin where one can't expect to have exceptional day every time.
Here today I came up against the approach to competing which I felt makes it anti-cup competition, because underdog team has to spend 1M on secrecy in every round or become vulnerable to this 'exploit'.
From your responses I understand that you don't see this method as a loophole. Very well, always good to know an official position.

Your case is not a KERS issue!

Your team E7-TORAK has at the moment 1201 points, your opponent's Mubins Cup Team has 1226 points.

Because of the higher total score, Schumacher would win the Cup duel without using KERS as well.

1-2. That's not how I understand fair play
I already chose to compete without using KERS - that seemed to be a good challenge on its own (compared how many race wins go to teams with KERS, and how many get left to teams without it). Now you suggest that the solution is to increase that challenge even further by redirecting budget to short term fixes, because the opposition competes under different set of rules.

3. Even if both teams were in the same situation KERS-wise, and both chose not to throw away budget on secrecy, then it would become a game of who blinks last (or who gets tricked by countdown clock, as apparently happened to Mr. tedi) and that's not a kind of competition I was looking for here.

Yes there is an option to hide your team components and yes it costs 1 Mio. to activate it. The Cup duel you described would be a good reason to use this feature. Why didn't you spend 1 Mio. and hide your team?

Also it would be a possibility to select a team combination which contains at least 4 different components to the team of your opponent.

Another risky option would be to wait as long as possible to perform the team changes.
